Article 15 limits extradition and international treaties in certain cases. It prohibits treaties for extraditing political offenders and treaties that alter recognized human rights. Historically, it also reflects Mexico’s rejection of slavery and persecution.

For citizenship purposes, Article 15 is less commonly memorized than Articles 1, 3, or 27, but its gist is important: Mexico cannot make treaties that violate core rights or surrender people in prohibited political-rights contexts.
