Article 26 establishes democratic national planning. It is associated with the National Development Plan and the use of information and evaluation systems to guide public policy.

For citizenship purposes, Article 26 is the planning article. It follows naturally after Article 25: Article 25 is state stewardship of development, and Article 26 is democratic planning for that development.
