This line continues the previous thought: the one crowning the homeland with olive is “the divine archangel of peace.” In plain English, the anthem imagines peace almost as a heavenly messenger placing a peaceful crown on Mexico.

Paz means “peace.” Arcángel is “archangel,” a high-ranking angel in Christian imagery. Divino means “divine.” The grammar is poetic and inverted; a more ordinary order would be el arcángel divino de la paz. This old-fashioned word order is one reason the anthem can be hard even for Spanish speakers to parse quickly.
